Update: I’ve tried adding the “clipboardWrite” permission to the manifest, but it still doesn’t work in Safari [Version 15.0 (16612.1.29.41.4, 16612)].

That doesn’t sound like a good sign. The whole point of my extension is to make citations that can be copied to the clipboard. When the user chooses a menu item from the popup menu, they are built step by step. I’ll have to give up on the Safari port.
It might be possible with hacky solutions like making a fake element on a page and using execCommand(‘copy’), which sounds terrible and isn’t something I want to add to my extension.

After more research, the code from an extension’s popup menu item will work with the navigator.clipboard. writeText command.
By eliminating possibilities, it may fail if the function called when the menu item is clicked on calls any code that has been loaded from a module.
It works if all of the code is in.js files loaded by popup.html. In my case, I pack some code from an.mjs file that makes the citation. I set it up this way to run my unit tests with a node.js test suite. Since my extension code is very modular and made up of many.mjs files, it would be a big job to restructure it so that all of the code could be included in popup.html as.js files. It’s also faster to bring up the popup menu this way because it doesn’t have to load all the code that all the menu items will use.
There may be other problems besides calling code from a module. It could be something I’m doing in that module in particular. I haven’t gone through the trouble of doing a fake module that only does a little.
So I have a backup plan for the Safari version. If the call to navigator.clipboard.writeText throws an exception; I change my popup to show the generated text with a “Save to clipboard” button. Then, when the user clicks that button, navigator.clipboard.writeText works.
